The Infrastructure Planning and Development Division (IPDD) Capital Navigation and Funding Assistance Bureau (CNFA) is dedicated to assisting state agencies and local governing bodies in New Mexico with navigating the complexities of capital project funding. With a particular focus on supporting rural, frontier, and tribal entities, we aim to ensure that communities across the state have access to the financial resources necessary to successfully complete their capital projects. We are committed to ensuring that every community in New Mexico has the resources, guidance, and support they need to bring their capital projects to life.
Our Services
Funding Navigation
A cornerstone of the assistance provided by IPDD CNFA is Funding Navigation. This comprehensive process helps state agencies, local governing bodies, and other public entities secure the financial resources required for their capital projects. The process includes:
- Entities begin by submitting a detailed Funding Navigation Questionnaire. This form captures essential project information.
- After intake, our team conducts a meticulous review to identify potential funding opportunities from federal, state, and private sources.
- Throughout the funding navigation process, we provide guidance on priority grant opportunities and technical assistance to identify the best forms of financing for your project.
- A tailored funding recommendation is provided, detailing prioritized opportunities and deadlines to simplify access to necessary financial resources.
Capital Connect Hub
The Capital Connect Hub is a collaborative platform for public sector professionals, designed to foster growth and connection. Through the Hub, participants can:
- Join listening sessions
- Access professional development opportunities
- Gain valuable tools and resources for managing infrastructure projects

New Mexico Match Fund
With an initial appropriation of $75 million, the New Mexico Match Fund is an initiative aimed at amplifying federal funding opportunities for key projects in New Mexico. Click here to be directed to the grant program page.
Rural and Frontier Capacity Building Community of Practice
This program creates specialized training opportunities for rural and frontier communities, facilitated by the Rural and Frontier Equity Ombuds. Stay tuned for more information in early 2025!
Technical Assistance from the Rural and Frontier Equity Ombuds
Frontier Equity Ombuds provides invaluable support to rural and frontier communities by:
- Addressing questions and complaints regarding policies, procedures, compliance, and enforcement practices
- Routing requests for technical and funding assistance through the proper channels or addressing issues directly
- Engaging in confidential yet transparent communication with stakeholders to resolve concerns
- Offering commentary and recommendations to improve practices and relationships among public service entities
