Cecilia has both a Master of Public Administration graduate degree from Hawai’i Pacific University, and an undergraduate degree in political science from the University of Maryland (Global Campus- Japan).

With over a decade civil service experience, through both federal and state employment-fiscal stewardship remains a resolute cornerstone and preeminence in mission accomplishment in both oversees environments, and now with the Department of Finance and Administration.
